After an education at the Universities of Oxford and Warwick, Phil has been with ESRC since 1988. During this time he has had responsibility for research funding, postgraduate training, human resources and communications. He is currently Director of Policy, Resources and Communications at ESRC and deputy Chief Executive.

His responsibilities include overall management of the directorate; oversight of Council and committee business and corporate strategy; financial and workforce planning; communications; evaluation; and ESRC’s relations with UK SBS. He also leads for ESRC on the What Works initiative and sits on the What Works Advisory Council, the governing board of the Public Policy Institute for Wales and the Alliance For Useful Evidence Funders Group.

He represents ESRC on the Strategic Forum for the Social Sciences, the Quantitative Skills strategy group and the RCUK Efficiency and Reform Group, and chairs the RCUK / UK SBS Client Service Group. He has also represented RCUK on a number of national groups in areas such as the Research Excellence Framework and the concordat on research integrity.
