Phil SoobenPhil Sooben

Phil has been with ESRC since 1988 during which time he has worked in a number of areas within the Council including research grants, research programmes, human resources and communications. From 1996 to 2003 he was director of postgraduate training.

Phil's first degree was in modern history at St John's College, Oxford. He then took a masters in ethnic relations at the University of Warwick and his research on the 1976 Race Relations Act was published as a Warwick University research paper.

Phil is currently Director of Policy, Resources and Communication at ESRC and deputy Chief Executive. His responsibilities include overall management of the directorate; oversight of Council and committee business and corporate strategy; HR and corporate services including accommodation and health and safety; communications; evaluation; and ESRC’s relations with the SSC.

He represents ESRC on the RCUK Efficiency and Reform Group, which he also chaired from 2008 to April 2010, and chairs the RCUK Client Service Group for the Shared Services Centre as well as participating in a number of other cross-Council fora. He has represented RCUK on a number of national groups in areas such as the Research Excellence Framework and the concordat on research integrity.
