Wakefield Metropolitan District Council's Family Services worked with the University of York in a Knowledge Transfer Partnership to encourage a culture of evidence-based practice and continual improvement within its Family Services Directorate, and to ensure that the Research Governance Framework (RGF) in Health and Social Care was fully implemented.

The KTP partnership led to a culture shift in the organisation towards research-mindedness, with research viewed as a tool for improving the effectiveness of services. Robust procedures were put in place to ensure RGF compliance.
