TLRP: Making improvement through research possible: the need for radical changes in the FE system
This paper draws upon the lessons from the Transforming Learning Cultures in FE (TLC) project. The research showed ways in which learning and professionalism in FE could both be improved. It also showed that many current policy and managerial approaches to FE are actually making things worse. This paper addresses what would be required for research evidence like this to be used to make improvements. Two linked changes are required. Firstly, national and college level changes are necessary to facilitate the sorts of learning improvement the research identifies. Secondly, they are also needed to give tutors and managers the space and incentives to take research and the improvement of learning and teaching seriously. In practice, the same changes will achieve both objectives. Without some of these changes, FE staff are increasingly being asked to make bricks without straw.
