Process management in the public sector : the role of management consultancies
Recent studies have shown that Western governments have increasingly turned to operations management consultancy to achieve efficiency savings in Public Services. Whilst the differences between public and private sector operations have been well documented, there is a dearth of material detailing the impact of public sector engagements on the consultancies themselves and the products and services they develop. This paper examines the impact of the growth of UK public sector engagements on consultancies and the impact on the process management products and services they develop. Rich, qualitative material was sought from 5 large consultancies through 40 interviews employing an inductive methodology to identify both how consultancies have adapted their operations management products and services, and why. The paper finds that the consultants identify that the offering to the public services is similar to that for private sector organisations but the terms of engagement are different. The focus with private clients is far more tangible and faster pace than public service clients where the focus is on capability building and softer deliverables. Whilst this engagement has an impact on the operational level of the organisation frustration was noted regarding strategic impact and crucially the lack of the influence to ‘sell on’ work. This once again leads to questions regarding the complexities of public services with regard to engage in and with concepts developed for the private sector.
